dc.description.abstract Elections are the bedrock of democracy, and their credibility depends substantially on the quality of the logistics that deliver them. In Kenya, the performance of the electoral system has persistently fallen short of constitutional and public expectations: the 2017 presidential election was nullified by the Supreme Court, rejected ballots exceeded 100,000 in both the 2013 and 2022 General Elections, and the Commission’s own evaluations attribute recurring failures to disjointed logistics across procurement, warehousing, transportation and results transmission. This study therefore sought to determine the relationship between logistics management practices and the performance of electoral systems in Kenya, guided by five specific objectives covering logistics planning practices, inventory management practices, transportation management practices, logistics communication, and the moderating role of election laws. The study adopted a mixed methods research design underpinned by a pragmatist philosophy. The target population comprised 373 officials, namely the Commission Secretary/Chief Executive Officer, Deputy Commission Secretary, Directors, Managers, County Election Managers and Constituency Election Coordinators across the 290 constituencies of Kenya’s August 2022 General Election, from which a sample of 190 respondents was drawn using stratified random sampling. Primary data were collected through structured questionnaires and an interview guide, while secondary data were obtained through documentary analysis of IEBC evaluation reports, Election Operation Plans and Supreme Court election petition judgments. Quantitative data were analyzed using the Statistical Package for Social Sciences (SPSS) version 28 and qualitative data using MAXQDA. Reliability testing returned Cronbach’s alpha coefficients at or above the accepted 0.70 threshold for all scales, with a standardized-item alpha of 0.701 for inventory management practices and coefficients of between 0.784 and 0.895 for the remaining variables, thus indicating adequate convergence and internal consistency. Multiple regression and correlation analysis were carried out. The results show that performance of election systems in Kenya was positively correlated with Logistics planning practices, Inventory management practices, Transportation management practices, and logistics communication with the inclusion of election laws as moderator. The study concluded that the performance of electoral systems in Kenya improves with strengthened logistics planning, inventory management, transportation management and logistics communication, and that the influence of election laws operates largely through, rather than independently of, these practices. The study recommended that the organization responsible for elections in Kenya should enhance the allocation of resources and reduce delays through effective logistics planning; safeguard the integrity of election materials through digitized inventory tracking and regular inspection to detect and prevent defects; implement efficient and economical transportation strategies that uphold quality standards and minimize costs; and develop and deploy adaptable communication systems capable of responding effectively to emergency situations ahead of the 2027 General Election. en_US
